经商定世界珠算心算联合会（以下简称世珠联）第四届会员大会将于今年7月22日在中国北京召开，届时将进行理事会理事的换届选举。为确保换届工作顺利进行，请各会员单位认真填写第四届理事会理事候选人登记表（见附件1）。根据我会章程第三章第十六条规定：“理事会由理事会员社团法人或其指定代表人组成”。请各会员单位务于2014年4月1日前将候选人登记表反馈我会秘书处。
世珠联第五届珠心算比赛将在世珠联第四届会员大会期间举行，为便于各会员单位提前准备比赛，现将第五届珠心算比赛办法（见附件2）和比赛样题（见附件3）一并发给大家。

Dear member units,
The World Association of Abacus and Mental Arithmetic (hereinafter referred to as WAAMA) will hold its fourth general assembly to electing new leading body of the fourth term council in Beijing, China in July 22, 2014. To ensure the successful transition, each member unit shall fill in the candidate registration form for the fourth council member (see appendix I). In accordance with the Article 16 of Chapter III in Charter of WAAMA, the qualification of council member has explicitly stipulated as: “The Council as an executive body of the General Assembly consists of legal person or appointed representative of Council member”. Hope each of you to fill the candidate registration form seriously and send it back to the Secretariat of WAAMA no later than April 1, 2014.
The Fifth Competition of Abacus and Mental Arithmetic of WAAMA will be conducted during the fourth general assembly. To help each member unit to prepare the competition in advance, we now enclose herewith the Arrangement for the Fifth Competition of Abacus and Mental Arithmetic of WAAMA (see appendix II) and the Sample Question for the Fifth Competition of Abacus and Mental Arithmetic (see appendix III).
