各会员单位：

世界珠算心算联合会（以下简称“世珠联”）第四届会员大会、世珠联第五届珠心算比赛定于2014年7月22日在中国北京举行。现将有关事项通知如下：

一、会议时间：北京时间2014年7月21日报到，22日换届大会及

比赛，23日返程，会期一天。

二、会议地点:北京国家会计学院

三、会议内容：

1.听取审议第三届理事会的工作报告及财务报告。

2.世珠联第三届第四次常务理事会通过的章程修改，提交会员大会通过。

3.选举世珠联第四届领导机构成员，包括理事、常务理事会成员、会长、副会长、秘书长等人选。

4.召开新一届常务理事会，讨论新一届工作安排。

5.举办世珠联第五届珠心算比赛。世珠联第四届珠心算比赛办法

及报名表已发给各会员单位。如需查阅，请直接登录世珠联网站：http://www.waama.org.cn。

四、参会人员：

1.会员大会：各会员单位可派代表一名参加。属于全国性或地区

性的团体会员，除会员代表外，可增加工作人员1名。

2．比赛：参赛队的领队、教练和选手等。

五、费用：

1．参加世珠联换届大会和比赛人员的食、宿及交通费用自理。

2．参加珠心算比赛活动的选手、领队和教练每人向比赛组织单位交报名费30美元（人民币180元）。

六、其他：

1. 本届比赛不安排接待观摩人员。

2. 本次会议及比赛场地均设在北京国家会计学院内，为便于与会及参赛人员的食宿安排，北京国家会计学院将提供教师及学生公寓。鉴于教师公寓数量有限，因此只有会员代表本人可入住教师公寓。除会员代表外的所有参会和参赛人员则入住学生公寓，具体食宿标准见附件1。北京国家会计学院网址：http://www.nai.edu.cn

3. 本次活动不安排旅游。

4. 请参加会员大会和比赛的各会员单位，认真填写《世界珠算心算联合会第四届会员大会回执表》（见附件2）、《世界珠算心算联合会第五届珠心算比赛组队调查表》（附件3），务请于5月30日前将回执表和调查表（电子版）寄给世珠联秘书处，以便能提前预留房间。

附件1. 北京国家会计学院食宿标准及行车路线

北京国家会计学院位于北京顺义天竺开发区丽苑街9号，距首都机场3公里、东直门16公里。东侧有首都机场高速公路，西侧有京顺路。

一、食宿标准

教师公寓（大单人间食宿）人民币505元/人/天

学生公寓（单人间食宿）人民币305元/人/天

*食宿费用以人民币结算。

二、行车路线

行车路线（从市内方向到学院）：

地铁：北京地铁15号线国展站下，再乘坐出租车到达，约10 -15元。

氠交车：在东直门乘坐955或850到天竺花园下车，换乘顺27路，终点站国家会计学院下车即可。

自驾车或出租车：走机场高速，杨林大道出口朝天竺苑方向行使，沿国家会计学院路标指示，行驶约500 米即可到达。

从机场方向到学院：

瀠机场高速，免费过天竺收费站后，由杨林大道出口朝天竺苑方向行驶，沿国家会计学院路标指示，行驶约500 米即可到达。

Specific Notice on the 4th General Assembly and the 5th Competition of Abacus and Mental Arithmetic of WAAMA

Dear Members,

The World Association of Abacus and Mental Arithmetic (WAAMA) will hold the 4th General Assembly and the 5th Competition of Abacus and Mental Arithmetic in Beijing of China in July 22, 2014. Please kindly be reminded the following issues:

I. Time. The registration date (Beijing time) is on July 21. The general assembly and competition is on July 22. Leave on July 23.

II. Registration and meeting place. Beijing National Accounting Institute

III. The content of meeting:

a. Review the working report and financial report of the third council of WAAMA.

b. Discussing and approving the amendment of Charter of WAAMA approved by the fourth meeting of third executive director council.

c. Electing new leading body of the fourth term council including council member, executive director member, president, vice president and secretary-general.

d. Holding the first meeting of the fourth executive director council.

e. Conducting the 5th competition of Abacus and Mental Arithmetic of WAAMA. The arrangement of competition and registration form is detailed in WAAMA Document No.3/2014 and No.4/2014. Please log on the website of WAAMA (http://www.waama.org.cn) to read this document.

IV. Participant:

i. General assembly: Each member organization may send a representative to attend the meeting. The member organization, which is belong to national or regional level, can dispatch one staff to attend the meeting although they have already sent one delegate.

ii. Competition: The member organization can dispatch team leader, coach and player to attend contest.

V. Fee:

i. All participant attending to general assembly and competition must self-funded their expenses on food, accommodation and transportation.

ii. Each contestant, leader of team and coach should pay registration fee US$30/person(RMB180) to organizer of competition.

VI. Others:

i. The competition this time will not receive the people who just viewing and emulating the game.

ii. The meeting and venues are located in the Beijing National Accounting Institute. To facilitate the entry and the accommodation arrangement, and the Beijing national accounting institute will provide apartment of teacher and room of student. Owing to the limited number of apartments for teacher, only formal member representatives are available to move in. iii. There is no sightseeing and no travel arrangement for this time.

iv. We now send you Acknowledgment Receipt for Attending to the 4th General Assembly of WAAMA (see attachment II) and Questionnaire on the team of the 5th Competition of Abacus and Mental Arithmetic of WAAMA (see attachment III). All participant of general assembly and competition must carefully fill in these forms as soon as possible. To ensure the success of room reservation in advance, please send back these two forms to us no later than May 30, 2014.

Attachment I

Food and Accommodation Costs and Route

Beijing National Accounting Institute is located at Tianzhu Development Area, Shunyi district, Beijing city, with Capital Airport Highway to the east and Jingshun Road to the west. It’s 3 kilometers from Beijing Capital International Airport and 16 kilometers from Dongzhimen.

I. Food and Accommodation Costs

Teacher’s apartment (big single room): RMB505/person/day

Student’s apartment: RMB305/person/day

*Payment of room and board is settled in RMB.

II. Route

Route (from the city to the Beijing National Accounting Institute)

By subway: take subway line 15, and get off at the International Exhibition Center station, take a taxi to the Institute.

By bus: take bus 955 or bus 850 at Dongzhimen station, get off at the Tianzhu Garden station, transfer to the bus Shun27, get off at the terminal station.

By taxi: go the airport expressway, exit at the Yanglin Avenue, exercise in the direction of Tianzhuyuan, along the National Accounting Institute road signs, about 500m can be reached.
